dc.description.abstract This research evaluates institutional cultural paradigms within the state university system in terms of its strategic value for achieving organizational objectives of survival, self-sustainability and growth of postgraduate programmes by comparing University of Moratuwa and University of Kelaniya. For the study, a random sample of200 respondents with 100 from each university was responded The institutional culture was measured based on the dimensions proposed by Denison and Mishra (\995) while the effectiveness was measured based on the dimensions proposed by Cameron (1978) It was found that University o f Moratuwa has more conducive institutional culture to achieve higher levels of effectiveness compared to University of kelaniya
